Question: What is ATRA?

Answer: Afghanistan Telecommunications Regulatory Authority (ATRA) is an independent authority within the Ministry of Communications and IT. This office is responsible for the regulation of the Telecom sector in the country as specified Afghanistan Telecom Regulatory Law (2005).

Question: What are main responsibilities/authorities of ATRA?

Answer: ATRA is responsible for issuing licenses and control and inspection of telecom operators’ activities, allocation and assignment of frequencies, management of Telecom Development Fund (TDF), adopting Standards of Telecommunication equipment and services suitable for Afghanistan, and regulation of the telecommunications market based on the provisions of the Telecom Law.

Question: What types of licenses are issued by ATRA?

Answer: ATRA issues the following types of licenses:

  1. GSM licenses
  2. Local Fixed Service Providers (LFSP) Licenses
  3. Internet Service Provider (ISP) Licenses
  4. Global Mobile Personal Communication Services (GMPCS) Licenses
  5. Technical and Technology Service Provider (TTSP) Licenses
  6. Telecom Equipment Importers’ (TEI) Licenses

Question: What is the procedure for obtaining a license?

Answer: As per the provisions of the Licensing Procedure, the following are the main steps to be followed:

  1. Registration of application
  2. Initial evaluation
  3. Provision of Additional information if asked for
  4. Report to ATRA Board
  5. Board Approval
  6. Ministers Committee Approval (only for certain categories of license).
  7. Payment of fees
  8. Issuance of the license.

Question: What are the main steps for getting frequency license?

Answer:   For obtaining frequency license you have to follow following steps:

  1. Apply for the frequency.
  2. Show a proof that you are entitled to have the needed frequency
  3. Fill the form and submit back to the same office.
  4. Pay the fee.
  5. Get the license.

Question: What will be ATRA’s reaction on providing telecom services without license or to breach telecom law and terms and condition of the license?

Answer: Individuals or companies who try to provide services without obtaining a license from ATRA, shall be dealt with as per the provisions of the Telecommunications and IT Law.  In order to find out more about the penalties set in the law, please refer to www.atra.gov.af and look for Telecom legislations and then Law.
